Korea Brain Initiative: Emerging Issues and Institutionalization of Neuroethics

Neuroscience research has become a national priority for the Korean government. Korean scholars are interested in the social implications of neurotechnology; Neuroethics is an integral part of the Korea Brain Initiative and the formation of its growing neuroscience community. This paper presents three strategies for expanding neuroethical considerations within the national brain project. Firstly, educating the general public to increase understanding of brain science and neuroethics through Brain Awareness Week and a Research and Education programme for high school students. We plan to publish educational leaflets, brochures and videos for this programme. Secondly, we will train neuroscientists to conduct safe and responsible research. Workshops have been held annually since 2017, and discussions are underway to design a neuroethics training programme and prepare guidelines for researchers. Finally, it is also important to communicate effectively with government officials to suggest neuroethics issues that can be formulated into policy. According to the authors, these efforts should contribute to the development of neuroscience and neuroethics through global collaboration.
