Responsible Research and Innovation (RRI) is an important ethical, legal and political topic for the European Commission. Although it is variously defined, it is generally understood as an interactive process that involves researchers and innovators who must respond to each other and strive for the ethical acceptability of relevant research. The RRI framework requires contextualising not only the impact of research and innovation, but also the underlying research process, particularly the underlying social visions and norms and priorities that shape scientific agendas. This requires the integration of anticipatory, inclusive and responsive dimensions and the nurturing of a kind of reflexivity among different stakeholders, from researchers to funders. This article presents a philosophical reflection on RRI in the context of a sub-project Human Brain Project (HBP). The authors show how the kind of conceptual analysis provided by philosophically, theoretically and ethically oriented approaches expands research and innovation within HBP. It is further suggested that the overt inclusion of philosophical reflection can promote the aims and objectives of RRI.
